Planning Resources

Besides promoting safety information and recreational opportunities for bicyclists, the New Jersey Department of Transportation (NJDOT) is also responsible for the plan and design of bicycle facilities on New Jersey highways.

NJDOT offers engineering guidelines, a Master Plan for roadways that are compatible with bicyclists and walkers and a resource center for statewide projects.

2016 New Jersey Bicycle and Pedestrian Master Plan (pdf 16.1m)
2016 New Jersey Bicycle and Pedestrian Master Plan Executive Summary (pdf 3.8m)
The 2016 update of the New Jersey Bicycle and Pedestrian Master Plan presents a vision, goals and strategies to achieve a transportation system in which walking and bicycling are routine, convenient and secure throughout the state. With a ten year horizon, the master plan takes a “big picture” perspective and is intended to be a living document that will require ongoing coordination among NJDOT, other state agencies, Metropolitan Planning Organizations (MPOs), counties, municipalities, nonprofits, consultants, developers, advocates and the general public.

Bicycle Safety Action Plan (pdf 33.6m)
Bicycle Safety Action Plan Toolbox (pdf 38.4m)
The Bicycle Safety Action Plan's mission is to reduce the incidence of bicyclist fatalities and serious injuries in New Jersey. On average, 2,400 bicyclists were struck by motor vehicles each year from 2008–2013. During the same time, on average 16 bicyclists were killed each year and 62 bicyclists sustained incapacitating injuries. The vision for the New Jersey Bicycle Safety Action Plan is: New Jersey is working toward a future with zero bicyclist deaths and serious injuries through safety initiatives that prioritize the needs of vulnerable populations and promote mutual respect among all roadway users.  The Bicycle Safety Action Plan is organized around three goals. For each core goal, a series of recommended actions are proposed that relate back to data, trends and analysis discussed in the plan.

Bicycle and Pedestrian Resource Project
An information clearinghouse and technical resource center that identifies significant bicycle and pedestrian plans, policies and projects throughout New Jersey.

2004 New Jersey Bicycle and Pedestrian Master Plan (pdf 5.2m)
Phase Two of the Bicycle and Pedestrian Master Plan developed an inventory of existing bicycle facilities; provided a list of priority locations for bicycle and pedestrian improvements; and outlined opportunities for improving the bicycle or pedestrian compatibility of existing projects.

1995 New Jersey Bicycle and Pedestrian Master Plan (pdf 7.0m)
The first NJDOT Statewide Bicycle and Pedestrian Master Plan presents a vision, policy and action plan for improving the bicycling and walking environment throughout the state.

Bicycle and Pedestrian Planning Assistance Program (BPPA)
(pdf 5.0m)
NJDOT has retained the services of pre-qualified, on-call consultants with expertise in bicycle and pedestrian planning. These services are provided at no cost to counties and municipalities that demonstrate a need and desire to undertake planning activities that will lead to infrastructure projects that will improve travel for people who walk and bike or use scooters, wheelchairs, or transit. The BPPA program is administered by the Bureau of Safety, Bicycle and Pedestrian Programs with federal funding through the Congestion Mitigation and Air Quality (CMAQ) program. Applications are submitted on a rolling basis and those from underserved communities are prioritized.
