About Us

The Health Systems Branch of the New Jersey Department of Health works to ensure citizens receive appropriate levels of care in more than 2,000 regulated facilities statewide.

These include hospitals, nursing homes, assisted living residences, ambulatory care centers, home health care, medical day care and other types of health care facilities (complete list).

Health Facilities, Survey and Field Operations (HFS&FO) inspects licensed or Medicaid certified health facilities in New Jersey to ensure they meet standards of quality care and investigate complaints from the public.

Certificate of Need and Licensing (CNL) program assesses the need for and access to health care facilities.  The licensing program licenses health care facilities in accordance with state and federal regulations.

Health Care Financing monitors hospital finances and performance through financial reporting requirements, including annual hospital cost reports and audited financial statements, as well as quarterly utilization reports. It also administers the New Jersey Hospital Care Payment Assistance Program (Charity Care) for people who are uninsured and underinsured, and oversees the annual hospital charity care subsidy.
