Office of Fiscal and Data Services

The Office of Fiscal and Data Services (OFDS) oversees the development, review, and approval of formula and discretionary funds for assigned federal and state programs including the Individuals with Disabilities Education Act (IDEA), and Elementary and Secondary Education Act (ESEA) specifically, Title I Part A (excluding school improvement and reallocated funds), Title I, Part D (Neglected and Delinquent), McKinney-Vento Homeless Education Program, Migrant Education Program, Title III (English Language Acquisition), Title III Immigrant, Title V (Rural Education Achievement Program), the New Jersey Tiered System of Supports (NJTSS), 21st Century Community Learning Centers (Title IV, Part B) and any supplemental awards including for FY 19 Temporary Emergency Impact Aid and the Hurricane Homeless Impact Aid.   

The Office is the fiscal oversight for the offices of Student Support Services, Special Education Policy and Dispute Resolution, Special Education Programs and the Holocaust Commission. OFDS supports the Department’s annual budget process by developing budget details for each individual federal award.  The budget detail process incudes allocations for the administrative costs, state-level discretionary spending, and entitlement funds which support personnel and programs across the Department. 

In addition, the OFDS oversees the management and analysis of data to ensure the timely and accurate submission of federal data required by the IDEA Part B, the Consolidated State Performance Report, the ESSA Accountability Profiles, EDFacts annual submissions.  The office also oversees the submission of data, budgeting and outside agreements related to 21st Century Community Learning Centers and the Youth Risk Behaviors Surveillance System (the Student Health Survey).  OFDS is also responsible for the collection, analysis and reporting of chronic absenteeism data.  This includes providing technical assistance to LEAs as well as working with the Office of Performance Management to develop the School Report Cards.

The OFDS also works with other offices within the Division of Student Services and with offices in other divisions (in particular, the Office of Grants Management and the Office of Budget & Accounting), to ensure the proper and efficient processing, management, expenditure, and reporting requirements are met for the many federal grants administered through the OFDS, as well as the state funds administered through the OFDS. This includes the development and implementation of Interoffice and Interdivisional agreements within the Department to fund staff in various offices.  In addition, the OFDS monitors the expenditures related to the State Facilities in Education Act awards to ensure the appropriate use of funds. 

Finally, OFDS drafts, facilitates, develops and/or implements interagency agreements and cooperative agreements, to facilitate work between the NJDOE and various state agencies, and institutions of higher education.  This includes the School Climate Transformation Project and the Positive Behavior Supports in School Initiative, Special Olympics New Jersey, and the Preparing Students with Individualized Education Programs (IEPs) for Life in the Community, Integrated Employment, and Post-School Success Discretionary Grant.

The OFDS oversees the implementation of the School Safety Discipline System (SSDS), which includes ongoing required data submissions and analysis, technical assistance, and monitoring and the issuance of an annual report to the Legislature.  The office provides the special education policy support for the Special Education Medicaid Initiative (SEMI).
