Federal Historic Preservation Tax Incentives Program


To qualify for the program, rehabilitation projects must involve income producing historic properties included in the National Register of Historic Places, either individually or as a contributing property in a historic district. The rehabilitation is reviewed by the HPO and the National Park Service (NPS), and must meet the Secretary of the Interior's Standards for the Treatment of Historic Properties.

Important Notice: As of August 15, 2023, all submissions for the federal historic tax credit application must be made in electronic format to the HPO following NPS electronic submission file requirements. Hard copy submissions will no longer be accepted. Submission of Historic Preservation Tax Incentive Certification Applications for review by HPO will be initiated with a completed Transmittal Log Form and all required attachments:

  • Please fill out the Transmital Log Form with as much detail as possible as it pertains to your project and application phase. Detailed instructions for each section of the form are provided on page 2 of the form document. Be sure to save the completed form prior to emailing.
  • Email the competed form and required attachments to NJHPO@dep.nj.gov
  • An upload link will be provided for attachments that exceed 25 MB in total.
  • Please refrain from submitting any hard copy documentation for ITC applications. Hard copy applications will no longer be accepted after August 15, 2023.
  • Please submit only one email per review request. HPO cannot guarantee that subsequent emails will be processed or appropriately associated with the original submission.
  • All submittals will be processed in the order in which they are received, and in most cases you will be notified via email of the assigned HPO Project Number and upload link.
  • This form is only for submission of ITC applications, see HPO's general Email Submittal Form for all other submissions.
